On November 20, 2016, academic seminar on the legal issues concerning Macao to create the world tourism and leisure center held

in Shanghai Academy of Social Sciences. Deputy Secretary General of the Standing Committee of the National People's Congress, the NPC Standing Committee of the Basic Law Committee of Hongkong and Macao Li Fei attended the seminar and delivered a speech. The famous jurist and former director of municipal government Counselors' Office  Professor Li Changdao addressed a speech at the opening ceremony. He pointed out that the cultural tourism resources in Macao obtained many China first and the first of the world, we need to study the way of propaganda and legislation, so as to realize the regional development. Municipal government adviser professor Xu Jinglin hosted the seminar. Nearly 100 experts and scholars lawyers, including National Tourism Bureau and Macao Tourism Bureau, Shanghai city law leadership, Jiaotong University Dean of the law school in Hong Kong and Macao celebrities such as Yang Zhenhan  were present in the seminar.
