On January 6, 2017, People’s Government of Minhang District, Shanghai held an appointment ceremony for external legal counsels. Zhu Zhisong, Chief Executive of Minhang District and Luo Peixin, deputy director of the Office of Legislative Affairs attended the appointment ceremony and each delivered a speech. Deputy Chief Executive of Minhang District Cao Fusheng presided over the appointment ceremony.

At the appointment ceremony, altogether 18 legal experts, including the founding partners of Jinmao Partners, Jack Li, were appointed by Minhang District People's Government as external legal counsel with an employment of 2 years. Jack Li was invited to speak at the ceremony as a consultant representative.

Jack Li said that with 373 square kilometers of land, 2.6 million resident population, 310 million passengers in Hongqiao Hub each year, Minhang District can be described as "large in size and densely populated" among 16 districts in Shanghai. He said that it is an honor to serve as Minhang District government’s legal adviser. Minhang District is in possession of leaders with an acute sense of law, advanced concept of law, and distinguished fellows in legal profession. Minhang district inherits the core spirits of Shanghai including being open and accepting. Therefore, said Li, the appointment is a huge responsibility.

Jack Li said that to be a good external legal adviser, the first thing is to understand Minhang and enter Minhang. In 2017, Minhang will carry out the development strategy of "one axis with three major functional zones", focusing on 10 practical projects that place more importance on people's livelihood, with “co-ordination, order and sustainable" as key words, and "beautiful village", to create a national civilized city and ecological livable modern city. A good government legal adviser should also learn from the officials of district government, the leaders and experts of functional departments, and full-time legal advisers and outstanding layers of the Minhang District. One should always make sure to work in accordance with concept of government services.

Second, we must consciously complete the required action, advice to district leaders and district government-related issues of law

Consultation with written opinion; participate in the district government organizations difficult legal issues and important legal affairs; review the district government administrative reconsideration cases; response cases for District Government administration; participate in district leaders petition reception; participate in the district government organization according to the law administration training Teaching and so on. Finally, Jack Li said that the district government legal adviser is the district government's legal think-tank, who is the legal staff, and the legal service provider, but not the administrative decision-makers. We have to serve in place, neither vacancies nor offside. We shall independently judge, professional services, dare to admonish, and positively practicing, continuous learning, so as not to shame our mission.
