March 20, 2017, the Seminar on Chinese Enterprises Invest and Finance in Europe jointly organized by the Listed Companies Association of Shanghai, the Shanghai Equity Investment Association, the Shanghai International Services Trade Association, Jin Mao Partners and the Shanghai University Law School has been successfully held in Shanghai. Zhou Han Min, Standing Member of the Chinese People’s Political Consultative Conference National Committee(“CPPCC”), Vice Chairman of the Chinese People's Political Consultative Conference Shanghai Committee, Vice Chairman of China National Democratic Construction Association, a famous world trade expert and international law jurist; Zhang Ning, Standing Member of the Chinese People’s Political Consultative Conference Shanghai Committee and vice chairman of its Economic Committee; Chen Zhuofu, deputy Chief of the Huangpu District, Shanghai; Qian Heng, Secretary General of the Listed Companies Association of Shanghai; Wang Guo Xing, vice president of Jinjiang International Group; Zhuang Li Ping, secretary general of the Huangpu CPPCC; Liu Hui, with Yang Dong Yu, Director and Deputy Director of Shanghai Huangpu District Bureau of Justice; Zhu Li Xin, Director of Shanghai Huangpu District Financial Services Office; Wu Gen Bao, Executive Vice President of Shanghai International Service Trade Association; Li Fengzhang, Executive Vice President of Shanghai University Law School; together with nearly 100 Chinese and Foreign entrepreneurs, financiers and legal practitioners attended the seminar.

Li Fei, Deputy Secretary General of the Standing Committee of the National People's Congress addressed with a video speech. Zhou Hanmin, Standing Member of the CPPCC, Vice Chairman of the CPPCC, addressed with a keynote speech on China-EU economic and trade relations and “One Belt One Road”. Well-known international legal experts Gao Shi Lin(Burt), Peter Corne and Jack Li, the Chinese Council Member of the Inter-Pacific Bar Association and the founding partner of Jin Mao Partners, shared their views regarding to the legal risk prevention and control of European countries in terms of investment and financing practices in Benelux, Britain and France, as well as the Merger and Acquisition Practice by Chinese enterprises in Europe.

Experts pointed out that under the President Xi's new concept of state governance, the wave of investment in Europe by Chinese enterprises is unstoppable. Albeit a variety of legal risk contains in the process of going-out, a complete and efficient prevention mechanism will certainly be able to escort it. Encountering with many legal risks, the state, industry associations and enterprises should be an important participant in the construction of the risk prevention mechanism for Chinese enterprises to invest in EU investment and financing.

The "One Belt One Road" legal research and service center Germany station unveiled during the Seminar. The "Legal Study on the Bund Financial Innovation Pilot Zone" (2017 edition) --compiled by the Law Research Center of the Bund Financial Innovation Experimental Zone, and edited by the famous jurist and the former director of the Advisory Office of Shanghai Municipal People's Government, Professor Li Chang Dao-- is held for its first release during the Seminar. The book commented on 20 classic cases of 2016 financial market, which focuses on the frontier issues regarding to the Internet finance, financial holding and innovation finance, corporate finance and investment trade, mergers and acquisitions and disputes resolution, One Belt One Road study, etc. Many Chinese and foreign essays propagate the Chinese legal system and legal culture, so as to be helpful for financial market regulators and legislators to draw lessons from them, and is conducive to financial legal researchers and legal practitioners of financial law. Chinese and foreign financiers and jurists shares their views and exchange opinions during the seminar. The seminar promotes national strategy of the construction of the Shanghai international financial center.

It is reported that the Seminar on Chinese Enterprises Invest and Finance in Europe is another symposium held by professional legal services associations, industry associations and university Think-Tank, which focus on Chinese Enterprises Going-Out investment and financing and the legal risk prevention; and which follows the Seminar on Chinese Enterprises Invest and in Japan in May 2016 and the Seminar on Chinese Enterprises Invest in US in November 2016; which is also a pragmatic move to serve the national "One Belt One Road" Initiative.
